Open carry of an unloaded or loaded handgun is legal for adults in most of Oregon, but ORS 166.173 lets a city or county ban loaded firearms in public places, and Portland and several other cities have done so. A concealed handgun license exempts you from those local rules. The license comes from the Marion County Sheriff, not the state: you must be 21, a resident, pass a background check and show proof of a handgun safety course. Licenses run four years. Since 2025, local governments may also bar licensed carry inside their own public buildings.

Deer take a centerfire rifle of .22 caliber or larger, elk .24 or larger, and a semi-automatic rifle may not hold more than five rounds.
East Marion County climbs into the Santiam Unit and the Willamette National Forest above Detroit Lake, good blacktail and West Cascade elk country. The valley floor around Salem is private ground, and much of the winter hunting there is geese over harvested fields.
The Santiam Canyon and Detroit Lake are an hour east on Highway 22, and Ankeny and Baskett Slough national wildlife refuges sit just south and west of town.
Oregon has no state network of public ranges: the Department of Fish and Wildlife runs a shotgun range and an archery park at E.E. Wilson Wildlife Area north of Corvallis and an archery range at Junction City Pond near Eugene, and that is the whole agency list. National forests, BLM land and state forests allow dispersed target shooting under posted rules rather than at designated sites, so check the local ranger district, BLM district or Oregon Department of Forestry office for closures before you go.
